“Phase 3, a new connector road, needs to consist of a road design that fits into the pre-existing neighborhoods, where an estimated 65 residences will be affected, as well as three neighborhood entrances and one school entrance. It should have a slow, safe character with lane widths of 10 ft. It should have aesthetic appeal. Features should include pedestrian safety zones, trees, shrubbery, noise and light mitigation, and minimal truck traffic.”
